Microsoft | Sofware | Xbox One can work without Kinect | As it became known, Xbox One can work without connecting the Kinect, but the use of features such as voice control and body language, it will be impossible.
Because of all this, there were rumors about the new light version of Xbox One, where the Kinect is not complete. But Microsoft has previously reported that it is not going to do this, but maybe they will change their minds (recently not surprisingly).
