This news is obtained from one member of one of the forums in Russia who claimed that Windows 8.1 has been developed with the RTM build number 9500.10554.
If this news is true then it is less than a month away Windows 8.1 RTM will be released to OEMs, while the public version is rumored to be released soon after the RTM release.
